A Provisional appointment is applied automatically to (a) a new adult volunteer and (b) to an additional role for an adult member. It applies to both members and non-members. This is in place for an initial period to allow the volunteer to complete all the necessary information gathering, checks, declarations and learning. There is currently no limit to the time that a volunteer remains at Provisional however, within the requirements lies some specific requirements such as the completion of the Disclosure application and Safety / Safeguarding learning within 30 days and, for eligible members, First Response within 12 months. Ideally, all aspects should be completed within six months with the Welcome Conversation, if required, within the first six weeks.
Scouts requires that, whilst at Provisional or Provisional+System (which is the interim state where some elements have been completed allowing the volunteer wider access to the membership system), a volunteer
- Must be supervised at all times when undertaking regulated activities i.e. at Section / Group / District meetings, camps, events. This supervision must be by a member with a Full appointment and a current CRB check.
- If a Member, they will not have access to anyone else’s membership information, records or data.
- If a Member, they cannot obtain a Permit for Adventurous Activities
- If a Member, they cannot be allocated an Accreditation
- If a Trustee, they cannot vote at a Trustee Board or have significant influence on decision making
The requirements to complete this joining journey and gain Full appointment status will differ depending on the role.
A “helper”, now called Non -Member, Needs Disclosure is precisely that, a non-member but who still requires some aspects to be completed as part of the safer recruitment approach in keeping our members safe. The elements are
- Completion of all aspects of Personal Profile
- Stages through to the submission of a Disclosure Check (CRB) to the issuing authority (Atlantic Data)
- Scout HQ internal check
- Completion of the Declaration prompted at sign on
A Section Team Member, Section Team Leader, Group Lead Volunteer or Team Lead must complete
- Completion of all aspects of Personal Profile
- Stages through to the submission of a Disclosure Check (CRB) to the issuing authority (Atlantic Data)
- Scout HQ internal check
- Completion of the Declaration prompted at sign on
- A Welcome Conversation (if this is the members first role with Scouts)
- Mandatory safety and safeguarding learning (within 30 days)
- Remaining Growing Roots Learning comprising of; Creating Inclusion, Who we are & What we do, Data Protection in Scouts for all roles and then, Delivering a Great Programme for Section appointments or Leading Scout Volunteers for Group Lead Volunteers or District / County Team Leads.
- Completion of two satisfactory references
A Trustee (including Chair, Treasurer and Ex-Officio) must complete
- Completion of all aspects of Personal Profile
- Stages through to the submission of a Disclosure Check (CRB) to the issuing authority (Atlantic Data)
- Scout HQ internal check
- Completion of the Declaration prompted at sign on
- A Welcome Conversation (if this is the members first role with Scouts)
- Mandatory safety and safeguarding learning (within 30 days)
- Remaining Growing Roots Learning comprising of; Creating Inclusion, Who we are & What we do, Data Protection in Scouts and Being a Trustee in Scouts
- Trustee Eligibility Check (not completed by the volunteer but by their Default Team Lead)
Please note, until all elements are completed, the role will not be classified as Full. You should also be aware that any member taking on an additional role will initially be at Provisional status for that role and subject to the restrictions set out above, for that role. This is because an additional Declaration will be required and there could be additional learning to be completed.
In addition, where non-compliant in some areas, currently the completion of safety, safeguarding and disclosure within 30 days, a volunteer can be suspended after this time until the outstanding element is completed. That suspension will be for a period of 60 consecutive days after which, if the outstanding element has not been completed and suspension automatically lifted, the role / membership will be cancelled.
